Right to drive

Motor vehicles (with the exception of low-performance mopeds and motor vehicles intended to be steered by walking them) may only be driven by persons with a right to drive such a vehicle. Low-performance mopeds (two-wheel mopeds with pedals, with a maximum design speed of 25 km/h and a maximum power output of 1 kW) may only be driven by persons aged 15 or over.

Your right to drive a motor vehicle begins:

  • when you receive your driving licence, or
  • when you pass the driving test and receive a certificate for it.

The police are entitled to attach conditions and restrictions to the right to drive.

Anyone who was aged 15 or above before 1 January 2000 is entitled to drive a moped without a moped licence.

No one with a temporary or permanent driving ban is entitled to drive a vehicle. The right to drive recommences when the driving licence is returned to the holder after the driving ban or temporary driving ban expires. If the driving licence was not handed over to the authorities when the driving ban was imposed, the right to drive can only recommence when the person is issued a new driving licence.

Validity of the right to drive

A driving licence belonging to Group 1 will be granted for 15 years at a time, however only until the date on which the applicant turns 70. After this, a driving licence will only be issued for five years at a time.

A driving licence that contains vehicle categories belonging to Group 1 will also be issued for five years after the applicant has turned 65.

A driving licence belonging to Group 2 will be granted for five years at a time, however only until the date on which the applicant turns 70. After this, a driving licence will only be issued for five years at a time.

A driving licence that contains vehicle categories belonging to Group 2 will also be issued for two years after the applicant has turned 68.

The driving licence will be issued for a period shorter than the ones stated here if the medical certificate contains information that makes this necessary.
