Public order and security



Anyone is entitled to exert their constitutional rights in a public place without fear or hindrance. Constitutional rights include the right to be in and to move about in public places without being disturbed. It is forbidden to make noise, behave in a threatening manner or carry dangerous objects or substances in a public place.

The police are responsible for maintaining order and security in public places. They do this by, for example, patrolling, responding to urgent calls, overseeing safety arrangements for major public events, providing advice and directions, and intervening in activities which are unlawful.

The police are also responsible for searching for missing persons on land and in inland waters.

Working with local residents, public authorities and various organizations, the police aim to prevent crimes from being committed and to prevent public disturbances. Practical security cooperation is coordinated through local security plans. Community policing is also an important element and focuses on problem-solving and cooperation.

The public order ordinance is the same throughout the country.
