Community policingCommunity policing forms a key part of basic police operations. The underlying principle of community policing is the realization that controlling and preventing offences and disturbances can only really be successful if the local factors behind the offences and disturbances are identified and addressed through cooperation between the various authorities, organizations and local residents. In 1999, a Government resolution was passed on a national crime prevention programme. The programme imposes a duty to ensure that the community policing model is adopted throughout the country. It also sets a target of producing a local security plan for all municipalities. It states that local crime prevention work should, at the very least, focus on cooperation between social welfare offices, schools, youth affairs departments and the police to prevent juvenile crime and related problems.
