Driving instruction licence

A driving instruction licence can be granted by the police for a set period, and by law, a new licence cannot be granted without a valid reason. The fee is payable as the application for a licence is submitted.

An instructor may simultaneously hold a licence to instruct two learner drivers at the most.

Before starting to give driving instruction leading to a licence in categories B, AM, A1, A2 and A, a person who does not have a driving instructor qualification must, together with the learner, take part in training that supports instruction under a driving instruction licence at a driving school. The training provided by a driving school must be completed before instruction under a driving instruction licence begins. A driving instruction licence can be granted before the joint training for the instructor and the learner has been completed. The instructor and the learner must carry a certificate stating that they have completed this training when instruction is being provided.

Driving instruction licence for a category B vehicle:

A category B driving instruction licence is issued for two years, and it can at the earliest be granted when the learner turns 17.

  • the instructor has passed a theory test required to obtain a driving instruction licence for category B, or he/she has a driving instructor qualification
  • the personal characteristics of the instructor make him or her suitable for the role of driver instructor (for example, driving bans are taken into consideration when granting driving instruction licences)
  • the vehicle used for instruction has been fitted with the requisite controls for the instructor, which have been approved in a vehicle modification inspection (if several vehicles are used for providing instruction, the modifications to all of these must be approved)
