Delivery of finished passports
A finished passport may be collected from any police services point providing licence services, regardless of where the application was submitted. The point of collection will be agreed as the application is submitted. Please note that a finished express passport can only be collected from Kaarti licence services point of Helsinki Police Department, or from the National Traffic Police service point at Helsinki-Vantaa Airport.
On request, a finished passport may also be posted to the applicant as a registered letter, in which case the postage will be payable by the applicant.
On request, the finished passport may also be handed over to a representative of the applicant. The representative must have a specific letter of attorney for collecting the passport, or the applicant may name his or her representative when submitting the application, in which case a separate letter of attorney will not be needed. When collecting the passport, the representative must prove his or her identity using an identity document issued by the police, i.e. a passport or an identity card.
A person may only hold one valid passport at a time. When a new passport is handed over, the previous one will expire. The applicant must hand over his or her old passport to the authorities to be cancelled and destroyed at the latest when collecting the new passport (or alternatively, before it is posted). If the previous passport that is still valid is not in the possession of the applicant, an adequate explanation of the loss of the passport must be produced.
