Applying for a passport



Passport applications (including express applications) may be submitted at the service points of the local police in any locality. Abroad, Finnish citizens may submit their passport applications to the passport services of a Finnish mission. More detailed information on the missions is available from the Ministry for Foreign Affairs. A Finnish citizen living abroad may also submit his or her application to a police department in Finland.

The best way to avoid queuing is to make an appointment in beforehand by logging on to the police website at www.poliisi.fi/luvat/ ajanvaraus. If you prefer, you can also contact the police department by telephone for an appointment.

At the main police station of the Police Department of Länsi-Uusimaa (Kilo, Espoo) you will as a rule only be seen by appointment. For more information, visit the police department’s website at http://www.poliisi.fi/lansi-uusimaa.

When you are submitting your passport application, it is a good idea to ask the police to send the finished passport to your home address as a registered letter. The postage of a registered letter will be added to the fee you pay for your passport.

Passport applications must be submitted in person. A valid passport or identity card is needed to prove the applicant's identity.

In the event that the applicant does not have a valid identity card or passport, an effort is made to establish his or her identity based on other relevant documents, register searches and even interviews if necessary.

Applicants for a passport must bring:

  • 1 photograph (no more than six months old)
  • a passport or an identity card(N.B. Not a driving licence)
  • applicants aged less than 18: the written consent of each guardian (in case the guardians are not present when applying for the passport)
  • For males aged 18-30: a military passport or a non-military service or call-up certificate. (Unless the person liable for military service can prove that his duty to defend the country is not an impediment to issuing a passport, he may be issued a passport that is valid until the end of the year in which he turns 28.)

Please note that the fee for the passport is charged at the time of submitting the application.
