promoting recreational or leisure-time activities or a charitable or non-profit activity without a licence and without an account-rendering obligation, where the combined value of the tickets does not exceed 500 euros and where the sale of tickets and distribution of prizes occur at the same event (mini lotteries). In mini lotteries the combined total of prizes must be at least 35% of the total sales prices of the lottery tickets and the smallest prize must be worth at least as much as a single ticket.
